In an unprecedented fashion amid the incessant feud on the diplomatic, political, and geographical corridors, the intelligence agencies of India and Pakistan had held secret talks in Dubai over defusing the tensions between them. The talks had drawn global significance as the spotlight on the secret talks had prompted the expectation over the birth of constructive measures to build stable diplomacy and neighborhood.
Global news agency Reuters had reported on Wednesday the Indian intelligence officials had met their Pakistani counterparts in Dubai and had held secret talks. The talks had happened last January with the prime motive of defusing tensions over Jammu and Kashmir. Reuters stated that the officials of India's external intelligence agency, the Research and Analysis Wing (R&AW), and Pakistan's Inter-Services Intelligence (ISI) had traveled to Dubai for the meeting that was facilitated by the government of the UAE.
The news agency had claimed that the two nations have agreed to dial down their rhetoric. Reuters said, "This would include Pakistan dropping its loud objections to Prime Minister Narendra Modi for abrogating Kashmir's autonomy in August 2019, while Delhi, in turn, would refrain from blaming Pakistan for all violence on its side of the Line of Control."
An official said, "There is a recognition there will be attacks inside Kashmir. There have been discussions as to how to deal with it and not let this effort derailed by the next attack." On the front of why such talks were not being publicized, an Indian official told Reuters, "There is a lot that can still go wrong; it is fraught. That is why nobody is talking it up in public, we don't even have a name for this. It's not a peace process. You can call it a re-engagement."
Pakistan Defence Analyst Ayesh Siddiqa told Reuters that she believed such meetings had been held for several months and she thinks there have been meetings in Thailand, Dubai, and London between the highest-level people. While Reuters had now showered the spotlight on the secret talks, Bloomberg had earlier last month reported that the UAE had brokered secret talks between India and Pakistan in January.
The talks had led to an agreement in February between the two countries and they had agreed to adhere to the mutual ceasefire on the Line of Control that was announced in 2003. Though the reports of the secret talks broke out, either side of the intelligence didn't respond. The ties between Delhi and Islamabad have been so fragile filled with the components that escalate tensions and skirmish at the border.
The LAC stretch has been witnessing no potential sign of resuscitation between the neighbors and the ties further worsened when the Pakistan- backed militants had in February 2019 attacked the convoy of the Indian forces that killed 40 troops. The attack had triggered a surgical strike from India and it had deployed warplanes into the neighbor's territory. Later that year, Delhi had abrogated special status from Kashmir by repealing its seven-decades autonomy.
While Delhi had said that the decision on Kashmir is vested with its constitution, Islamabad had escalated the tensions between the ties by expressing outrage against India's action of lifting up the special status in Kashmir. India had strongly castigated Pakistan on the global stage that Pakistan has been sponsoring terrorism and Delhi had sternly pressed that the diplomatic talks would be on cards only if Pakistan refrains from contributing terrorism.
According to Reuters, there is, however, no grand plan to resolve the 74-year-old Kashmir dispute. Rather both sides are trying to reduce tensions to pave the way for a broad engagement. The recent talks had caught international attention and had opened many eyebrows and expectations on whether it will open the gateway to construct immediate resolutions to defuse tensions.
