During his tenure in Jammu and Kashmir as an adviser, he played a crucial and vital role in setting up and enhancing the security apparatus in the state at the high time when the state was brought under severe restrictions when Indian government revoked the Article 370 that granted and guaranteed special status to the state of Kashmir following which the state has been bifurcated into two new union territories that became active October 31st, 2019. Vijay Kumar's name was speculated for the post of Lieutenant Governor of Jammu and Kashmir Union Territory and now he has been inducted to the Ministry of Home Affairs where he will oversee and advise the ministry on the security in Jammu and Kashmir and the states affected by the Left Wing Extremism.
